Garland Building Relocation
As the City’s lease at the Garland Building ends and employees move to new worksite locations, parking permits for the Garland Building will need to be returned and all employees who want parking at a new worksite will need to apply for a parking permit.
Current Garland Building parking permits
If you currently have a parking permit for the Garland Building, please plan to return your parking permit to your department’s parking coordinator by your last day at the Garland Building or sooner, if you no longer need parking at the building before that date. Your parking permit payroll deduction will stop on the first paycheck for which you do not have the permit.
Example. An employee who returns a permit on Thursday, January 25th will continue to have a payroll deduction until the last deduction on the Wednesday, February 7, 2024 paycheck. The paycheck paid on February 7, 2024 is for the pay period beginning January 14, 2024 and ending January 27, 2024.
Many employees will be reassigned to another work location by January 25th. If you currently have parking and will remain working at the Garland Building for a period beyond January 25, 2024, please inform your department’s parking coordinator of the final day to which you need your pass so that the return of your permit can be coordinated.
New parking permit applications
Any employee who wants a parking permit at the new worksite must submit a new Financial District parking request online. Further details of each new parking lot option are provided below. All new requests will be reviewed and parking permit offers will be made, when available, to the contact information provided on the request form.
The cost of a parking permit at any of these new parking lots in 2024 will stay consistent with the fee structure used at the Garland Building in 2023. Parking fees for these lots are outlined in the City’s Special Parking + Commute Options MOU.
Industrious Parking (444 S. Flower Street)
Some departments leaving the Garland Building may have staff temporarily assigned to the Industrious Office on 444 S. Flower Street. Parking permits for this location will be assigned according to the terms of the City’s Special Commute + Parking MOU. If you will be assigned to the Industrious Office and desire parking, please complete this request form. COMMUTEwell will begin offering parking permits at the Industrious Office on January 23, 2024. Employees who are provided parking at this location can begin parking there starting February 5, 2024.
Please note that there are a limited number of parking spaces available to the City at the 444 S. Flower Street location. Remaining occupants assigned to this work location and who need parking are anticipated to be offered parking at the World Trade Center (WTC) parking garage located at 350 S Flower Street (the availability date of this parking garage is not yet known, but is expected to be soon).
World Trade Center (WTC) Parking (350 S Flower Street)
The Industrious Office location is temporary until the new permanent location at the Gas Company Tower (GCT) (555 W. 5th Street) is completed. Some employees currently assigned to the Garland Building may begin working from a temporary “swing” office space at GCT while the permanent offices are prepared. Once the City finalizes this plan, additional parking is anticipated to be available at the World Trade Center (WTC) parking garage located at 350 S. Flower Street. Eligible employees assigned to either the Industrious Office or the swing space at GCT will be able to apply for a parking permit at the WTC parking garage. Parking at the WTC location will be assigned according to the Special Commute + Parking MOU. Once the WTC parking facility is available, our office will issue a notification to impacted employees.
Gas Company Tower (GCT) Parking (555 W. 5th Street)
Limited onsite parking is anticipated to be available at GCT. More information about applying for parking onsite at GCT will be provided once it is known.
Alternatives to Parking
Public transportation options are available near the new worksites. The City offers transit incentives for eligible employees, inclusive of an up to $100 monthly reimbursement for taking a bus, train, or bicycle to work.
